NFL Free Agency: Best,Worst signings of week two. Giants strikeout? Raiders excel again? [GIFS]

Due to the slower rate of signings in the second week of free agency we will be brining you our grades at a biweekly point until it ends. The past few days have offered many second level players that haven't quite achieved star status, but they will play roles that will benefit/harm the teams who payed them.

Giants sign CB Dominique Rodgers-Cromartie (5 years, $39M; $15M guaranteed):
Just when it looked like the Giants could do wrong they went and signed DRC. DRC is great on short deals much like Aqib Talib, but give him some cash and security and he completely turns it off. Not too long ago the Eagles learned that DRC could be “Doesn’t Really Care” just as fast as he can turn on his game. The Jets did right by not going long term here. Lets see which player shows up.
Grade: C-

Patriots sign CB Brandon Browner (3 years, $17M; $1M guaranteed):
The contract was a train wreck until you see the guaranteed money. $1 million is a great deal for a player that can be suspended at any point for a season for his failed drug tests. Browner will be a great player when on the field but he will be out the first four games on 2014. After he returns the Patriots are set at corner.
Grade: B+

Ravens sign ILB Daryl Smith (4 years, $16.1M; $3.5M guaranteed):
Very underrated is what comes to mind with both Smith and this deal. Smith will decline during this deal, but he has been one of the most consistent linebackers in the NFL from back in his days rotting away in Jacksonville. Ravens got a bargain here and Smith will continue will be the leader of the defense and do it silently.
Grade: A-

Raiders sign WR James Jones (3 years, $10M; $3.65M guaranteed):
This is the one of the two latests steals the Raiders have done. Jones is from the bay area and knows management well from Green Bay. He got a nice contract for both teams and can step in and produce right away. Carolina dropped the ball when Jones was literally asking for a visit.
Grade: B+

Raiders sign OT Donald Penn (2 years, $9.6M; $4.2M guaranteed):
Another great signing for Oakland. They sign their OT they wanted since the start of free agency. Much more cost efficient than Rodger Saffold and without any lingering injuries that would cause voided contracts. Touche again Raiders.

Browns sign WR Andrew Hawkins (4 years, $13.6M; $4M guaranteed)
Jets re-sign G Willie Colon (1 year, $2 million)
Giants sign WR Mario Manningham (1 year, $795,000)

Bad Move:
Dolphins sign G Shelley Smith (2 years, $5.5M; $1.5M guaranteed)
Seahawks re-sign K Steven Hauschka (3 years, $9.15M; $3.35M guaranteed)
Saints re-sign OT Zach Strief (5 years, $20.5M; $8.5M guaranteed)
Bills sign RB Anthony Dixon (3 years, $3.5M; $750K guaranteed)
Cowboys sign DT Terrell McClain (3 years, $3.05 million)
