Cartoonist With Baseball Hall of Fame Ballot Voted for Roger Clemens, Barry Bonds and Mark McGwire But Called Craig Biggio a 'Cheat'

Jerry Dowling, a cartoonist who has been retired from the Cincinnati Enquirer for 20 years, has a Baseball Hall of Fame ballot and used it to vote for Barry Bonds, Roger Clemens and Mark McGwire but not Craig Biggio because Biggio "cheated" by putting on arm padding.
